      On September 29, 2015, the National Health and Family Planning Commission of China (NHFPC) issued a draft of the "National Standard for Food Contact Plastic Resins and Products." The public consultation period lasted one month. Currently, legislators are conducting the final round of revisions, with the final version expected to be released in the first half of 2016.

      For plastic resins and products, the following requirements must be met. For resin manufacturers, it is necessary to verify the product management status and prepare test specimens (films or plates). Guidelines on how to prepare these specimens will be provided in the Q&A form, which is currently being prepared.

       

      Compared to China's previous regulations on plastics, total migration (OM) has replaced evaporation residue, but other parameters are still retained. In addition to the total migration amount, the testing conditions change with the actual use of the product, and other parameters have already been determined for the testing conditions. The limit for total migration is the same as EU Regulation No. 10/2011. The limits of other parameters remain unchanged (as the default migration soaking ratio has changed from 1 cm2/2 ml to 6 dm2/1 L, and the limits have been adjusted accordingly). At the same time, it is also necessary to comply with the GB 9685 additive regulations (which include additives and starting materials). That is to say, the specific migration amount, composition, and use of substances must comply with the requirements of GB 9685.

      It is worth noting that thermoplastic elastomers (TPE) are classified as plastics. No further determination is required based on the vulcanization state. Although thermoplastic elastomers are classified as plastics and must meet the requirements of plastics, the migration testing process for thermoplastic elastomers is the same as that for rubber, as the purpose of thermoplastic elastomers is the same as that of rubber products. Unlike EU10/2011, regarding the positive list of approved plastic types as starting materials, China's plastic regulations have approved 103 plastic types (modifying and summarizing the previous 107 approved plastic types). If food contact material manufacturers want to obtain approval for new types of plastics, they must submit an application to the National Health and Family Planning Commission of China.
